Sure, but how is Licq guilty on that? This is not abuse of the client, it's abuse of the network!! What can the client do if it receives a spam message from some dork out there? There are config options to avoid receiving messages from new users, and even some more paranoid settings. Use them if you feel like. People send these spam messages to thousands of icq numbers every now and then. I myself receive some of them occasionally. Just remove the contact from your list, or maybe get its IP and do something nastier if you feel like :)
