I think this means that the server is having some kind of trouble processing 
your request.  If you log off and on a few times and get a different ip being 
resolved for login.icq.com it should work.  If it doesn't, run licq -d31 and 
send the packet dump (minus the first packet, it contains your encrypted 
password).
