I finally took a closer look, so I'm just following up on my own post
here.

I tried copying ~/.licq to another user and run Licq as that user. It
worked fine. I was somewhat mystified since I couldn't run Licq as
"myself" on this particular computer.

I ended up deleting everything relating to Licq, and then did a fresh
'make install', and now it works just fine again. I really don't know
what the problem was.
