Sorry, but you need QT version 2.1 or higher to compile the Qt gui plugin.
I have set QTDIR to point both to my qt 2.3.2 and my qt 3.1.0 directories, but they all give the same result.
What to do?
I use Debian Linux 3.0.

I seem to remember having the exact same problem on my SuSE 7.3 box with an earlier version of Licq. Unfortunately I have just moved and my Linux box is in transit so I can't access it to give you the solution. However I wanted to say that you are not alone with this problem and I'll try to post details once my PC is unpacked.
