This is a bug.  The problem stems from the icq server letting you have a 
contact in one group (maybe there is a way around this..) and Licq allows you 
to have a contact in more than one group.  To remove a user from a group, try 
this:

Add user to a new group.
Remove user from all other groups, except the new group.
Add the user to the real group you want them in, and any additional groups.

This should be a temporary workaround.
