I don't use WindowMaker, can you please provide a screenshot which shows the 
problem?

You can try several things.
First make a backup of your ~/.licq directory !!

- remove ~/.licq and let licq create a fresh one for you (by simply starting 
licq)
- remove complete licq application (on debian this would be 'apt-get remove 
licq', on an RPM based system 'rpm -e licq'). Then re-install licq and see if 
it helps.
- In the Licq options dialog you can enable/disable the dock icon, please play 
with the options there and see if something helps
