Are you able to compile software on that system?  You should be able
to compile QT in your home directory if it is not installed on the
system and then compile Licq and run it from your home directory.
I know I have run Licq from CVS without overwriting my normal Licq
installation.

You should be able to find the version from the "about" menu of just
about any KDE application.  It usually shows the version of the app
and also the KDE version.

I don't know about RedHat, but Debian's package system can be used
by ordinary users to extract the components of a package, perhaps
the RPM system has a way of doing that also.
