        I think, if you edit the appropriate files in /home/user/.licq, and copy 
that directory to /etc/skel/.licq (on most systems), then whenever a new 
user is created they will get a copy of whatever's in /etc/skel/.  Of 
course, everything in that configuration must be generic, so no names or 
passwords!  :)

        The same thing is used for files like .bashrc, so that new users start 
out with predictable settings.
