Where is Qt on your system? Perhaps it is in an unknown area to Licq.
Please try this:

export QTDIR=<location of Qt>
./configure

If that doesn't work, manually specifiy them:

./configure --with-qt-includes=<path> --with-qt-libraries=<path>
--with-qt-moc=<path>
