 Can you run 'licq -d31' from a terminal and take a look at the packet
 dumps? What you should see is something like this...

 The key points are the "MSG 11" and then the next packet is the "ACK 11".
 For each MSG XXX there will be an ACK XXX, if there is no ACK, the message
 has not been recieved and you will get an error back (I think) in a few
 minutes.
