"Groups" submenu is related to what contact list shows, so it's interface
control function. As opposed to "Edit Groups", which is an account setup
function. Thus, they won't be placed together.
On the other hand, system menu is planned to be reorganized and I'm
currently working on this. So you will see some changes shortly in qt4-gui
component.
