I had no idea about this, but I got several icq messages that seemed a bit
odd, and I only caught the connection to this when my friend asked me if I
recieved any messages at that and that time.
The messages I got looks like this:

Unknown system message (0x001A) from 1002:

Attached is what log.errors gave me.
The message is: Hej!
It definitely looks like it isn't implemented.
