The !FeltTip3 emoticon set is distributed under the Creative Commons
Attribution-!NonCommercial License. This license is not compatible with
the GPL used by the rest of Licq, so strictly speaking it may not be legal
to distribute that combination.
Even if you are not worried about that, the CC by-nc license is not
considered "free" in the usual Free Software/Open Source senses, so
downstream distributors will likely not be able to ship Licq as is.
I suggest you try to get the emoticons relicensed or exclude them from the
Licq distribution.
