#1584: qt4-gui and qt-gui use same configuration file

The qt4 and qt3 gui use the same config file. This is now proving
problematic, since they diverge a little. E.g. if you switch between them
in current SVN, the dock icon will be broken. This can be fixed by setting
the icon again, but I think both plugins should have their own config
file.
