#1609: LICQ generates malformed packets when sending direct messages

When sending a direct connection ICQ message to a Trillian client, LICQ
apparently generates a malformed packet, causing Trillian to crash.
I have attached a Wireshark capture file demonstrating the defective
packet. In packet 19 my buddy sent me a message thru the ICQ server, and
all went well. In packet 45 he sent me a direct connection message, which
caused my Trillian to crash. Wireshark considers that packet "malformed".
