#1643: Force local groups to be same as server side groups

An option should be added to force contacts to be member of same groups on
local list as on server side list.
The current setup might be confusing to new users and cumbersome to handle
for other users as well.
The option would prevent contacts from being added to local groups that
the contact isn't a member of on the server side.
For this to add any usability it needs to be implemented in the UI by
presenting a simpler group administration when the option is enabled.
It could also be implemented in the daemon so the setting is enforced
regardless of which UI is used. i.e. unless the contacts is also moved on
the server side, the group change is not performed.
