If I use <lift:Menu.builder group="admin"/> in a snippet, and the
menus in the "admin" group all use Access Control to determine if they
should be displayed, what I get, when the If Loc is false is "No
Navigation Defined" text in place of the menu title. Shouldn't it
display nothing at all?
