Most certainly, the groupId for maven-jetty-plugin is missing.
The minimal configuration for jetty plugin would be:
<plugin>
<groupId>org.mortbay.jetty</groupId>
<artifactId>maven-jetty-plugin</artifactId>
<version>6.1.22</version>
</plugin>
