retrotranslator-runtime version 1.2.1 is available in central repository (the default one) since 2007. see : http://repo2.maven.org/maven2/net/sf/retrotranslator/retrotranslator-runtime/1.2.1/
May be you tried to build offline, or you define/use wrong mirror/proxy of central repository. Do you have a custom $HOME/.m2/settings.xml (with mirror or repository section) ?
