Kyle gave more information on the question: Thanks. That does work for now, although the setting isn't persistent, i.e. it doesn't survive reboot. I see another issue that I'm gonna have to figure out, but although it's related to Orca, it doesn't appear to be related to Lightdm or the gtk greeter. I'll go ahead and file the bug to set a screen reader option.
