  LightDM no configuration to set default keyboard configuration

Bug description:
  Ubuntu Mate 16.10 Yakkety Yak (development branch) from 2016-09-18

  MATE doesn't give a possibility to configure default keyboard
  configuration of the login screen.

  I missed to configure correct keyboard on installation. Afterwards changed 
the configuration in MATE to a german layout (QWERTZ), but LightDM is still use 
us english layout by default. Additionally the used configuration is not 
visible to the user (thus may not note the missconfiguration). At least the 
keyboard option should be enabled by default.
  Without changing some a configuration script the layout can't be changed for 
all further sessions either in the Login-Screen or LightDM-GTK+Login-Tool.
