As I wrote in my last post I think the ordr of the levels just needs to be
added to the Morality principle.  This extension might read:

V. The Morality Principle:
>  Dynamic power ought to be valued above static power.
   Intell. power ought to be valued above Socio. power.
   Socio, power ought to be valued above biological...
   etc.....

However, as you have said this says doesn't account for the need for higher
levels to preserve lower ones.  This I is already accounted for I believe
by the static power principle coupled with the existing Necessity principle::
II. The Static Power Principle:
>        Static power is the capability to sustain static qualities.

IV. The Necessity Principle:
>        Both static power and Dynamic power are necessary to valuing more
>Quality.

I think this says that Static power is the capability of maintating static
qualities which are necessary to valuing more Quality.  With my proposed
expansion of the Morality principle I think all the necessary "rules" are
accounted for.  What do you think???
