Ok, added issue 2604. Note that 2604 block this issue from being fixed (unless you revert the change to the build instructions).
To emphasize: I consider the "minor release checklist" to be a bunch of scripts. The only reason I haven't actually made them real scripts is that I haven't gotten around to it.
