Yes, this is issue 14, and apparently note-spacing rules /do/ consider
\override Tie #'minimum-length = #7
We need a rather large minimum-length to reserve space from the note to the
bar line.
I opened this report to preserve information from comment 4 of issue 379.
Between issue 14 and regression test 'tie-broken-minimum-length.ly', the
information is preserved. Duplicate of 14
