New issue 2730 by [email protected]: Use @subsubheading @i{ .. } for level 5 headings

There are a few places in the documentation where
level 5 headings are used to aid clarity.  These
have no corresponding node and should not be listed
in the ToC.  The CG advises the use of @subheading
for headings without a node, but these are unsuitable
for level 5 headings as they are indistinguishable
in html from @unnumberedsubsubsec which is commonly
used as a level 4 heading.

@subsubheading is also unsuitable as it looks like
the headings used for "See also", etc, in html but
@subsubheading @i{ .. } is fine.

The CG should be updated to make this a recommendation
and the current uses of level 5 headers should be
changed.
