There are actually two issues raised by the bug report. 1. Failure of -dseparate-log-files on Windows.2. The error response from Lilypond indicates an attempt to use /dev/stderr which does not exist on the Windows platform.
See tracker 2759 for work on the /dev/stderr problem.
