After discussion face-to-face between Graham, David, Jan and John, the
patch on Rietveld was modified and pushed to staging and reached master as

Establish some coding styles in Emacs
This uses directory variables to enforce some coding style features in
C++, Scheme and Texinfo files in the source tree.
