With one known exception, VERSION_STABLE and VERSION_UNSTABLE are only used for building the website, so only their values in git master matter. In stable/2.16, VERSION_UNSTABLE doesn't matter.
The now-known exception is in the beginning of the Learning Manual, where @versionStable is used. Continue to bump VERSION after making the release.
