Longstanding bug, patch is rather simplistic. The only conceivable
drawback is that the behavior being called for in this issue may be
unwanted in special situations: an explicit direction will not be overriden
by voice combining and/or part combining.
The presence of this issue as well as the mailing list discussion suggests
that the aggravation of having the explicit directions ignored in
directional contexts is larger.
