The regression test "" no longer matches its description about \tempo over
multi-measure rests, but based on the discussion on issue 712 it seems we
did not want that behavior as default. Regression test description changed
(and extended to show how to get the special placement over multi-measure
rests with an override).
Also, create and document a \markLengthOff analogous to \textLengthOff
just in case someone liked having tempo marks overlap.
