The function move_to_extremal_staff() associates tempo marks with the
top-most staff. I tried to set "staff-symbol" in that function so that
get_staff_symbol() would report the association of the tempo mark with the
top staff, for purposes of spacing. It didn't work for me, but it seems it
should; I might have made a blunder.
