Gould is quite clear on this, and takes the opposite view:
"When there is a new clef, key signature or time signature at
the beginning of a repeated section, place the repeat marks
afterwards." She shows examples supporting this. There is
no difference between the beginning of a line and the middle
of a line in the relative positions of opening repeat and
key signature - the key signature always comes first.
