"Tweaking" is used in many places in the Learning Manual to
cover the various methods available to the user for modifying
the actions taken during interpretation of the input file and
modifying the appearance of the printed output. However, this
section deals exclusively with overrides so I agree with
renaming it as suggested.
On the second point, showing how to code an event function
containing \tweak, I think this is too advanced for the LM.
It would be better placed in the Extending Manual, I think.
