I think we could perfectly well change #procedure to \procedure in the
examples in NR 3.2.2 Custom layout for headers and footers, so that \
becomes
the recommended syntax. This could then be supplemented (and perhaps
referenced
from NR 3.2.2) by a fuller explanation of the issue in the Extending Manual,
perhaps in EM 2.1 or somewhere in EM 2.5. Actually, it would be good to
have
a section somewhere in the EM to explain the module structure of LilyPond,
so
this issue could be embedded within it, but that is beyond my level of
knowledge.
