The default placement over time signatures changed with the patch for issue
684 in light of issue 712. The default placement over key signatures
changed with the patch for issue 3279 in light of issue 1150, and I updated
the documentation at

I think we do want rehearsal marks right of the clef (issue 1150) and that
we want tempo marks like "Adagio" to be left-aligned on the time-signature,
by default. The alignment is correct, but the text in
the 'aligning-marks-with-various-notation-objects-bug.ly' is now wrong.
