New issue 3709 by [email protected]: Snippets tagged with docs do
not always appear in the snippets document

They do not appear unless they are also tagged with the "correct" tag,
which indicates an existing section of the snippet document. A solution
would be to place them in an "other" section of the document. This would
require an update to makelsr.py
