New issue 4046 by [email protected]: lilypond-book includes are not
being found when using lily-output-dir or output options

The problem occurs only when the --output or --lily-output-dir options are
used for lilypond-book. Take those options away and lilypond-book finds
the include files just fine. Use one or the other (or both) and it fails.
The workaround is to specify the includes relative to the lily-output-dir
if this option is used, otherwise relative to the output dir, e.g.:
--include=../ (lilypond expects the trailing forward slash).
