Update version in Editorial to avoid \relative -> \relative c'
conversion
was necessary because newly submitted code with the new \relative { ... }
convention was submitted under version 2.17.11 by accident. As long as
version 2.18 or greater is not used consistently in existing code bases
getting new additions, refraining from a large-scale conversion would seem
imprudent.
Postponed, Patch marked as "abandoned" since "waiting" would indicate the
necessity of review.
