New issue 4148 by v.villenave: Add roman-numerals ability to page numbers

The number-format function proposed for string numbers (issue #4139) could
be used for page numbers as well: this patch creates a new \paper property
that allows to switch to roman numbers for the current book or bookpart.
The \page-ref markup command has been made aware of this property, and the
bookparts.ly regtest has been rewritten to take advantage of this feature
(output remains the same).
