While this is true ("margins won't be updated"), the action of line-width
in paper and layout blocks is rather different, and the interaction between
the two if both are set is quite complicated. In effect, the value in
paper defines the width of the paper between the margins, and the value in
layout the width of the output which is produced. Titles etc. are centered
and systems are left-aligned within the paper line-width, with overruns
into the margins permitted. Maybe this section is in need of a clearer
re-write.
