absolute units

To make e.g. title markup not dependent on the global staff size, it would
be very helpful to have a means to specify absolute units.
This is a follow-up to discussion like the thread starting with
http://lists.gnu.org/archive/html/lilypond-user/2014-11/msg00179.html
that also contains some example code for macros usign absolute.
Two possible solutions were suggested.
. Provide a command \absoluteSizeOn so that markup commands accept
absolute units instead of relative ones.
. Provide a `macro generator' macro that generates both \foo and \abs-foo
from a single source.
