I'm not comfortable with this kind of incompatible change. It is making a
previously reverting command do an override which makes its behavior differ
from what other \xxxOff commands do.
It would likely be less disruptive to change the underlying default. Still
touchy, but at least the interplay between \shiftXxx and \shiftOff would
remain the same.
