How does one tell whether two markups are mergeable? If the content is identical but the direction differs, are they mergeable? Does merging mean showing one and omitting the other, or something more complicated? Are there other ways besides partcombine that two markups might end up in the same place at the same time and need to be merged?
Are there things other than markups that should also be considered?

In the example, the combined parts are in the same Voice context. What if instead the parts crossed and were therefore kept in separate Voice contexts? Should they also be merged in that case?

Most of all, would these answers differ for other uses of markup? Markup is a very general-purpose feature and it might be difficult to do the desired thing in all cases without more information.
