\tweak works on (normal rather than compound) time signatures by now if I
am not mistaken. The explanation is a really awkward bit of handwaving.
I don't actually have an idea what the problem with multi measure rests is:
I don't think there is anything obvious in the code that would preclude
tweaks from working whenever an override does.
