Issue 4713/3: Add texi2html languages minimum initialization
Add languages minimum initialization before TEXI2HTML_LANG
instead of TEXI2HTML_INIT.
Issue 4713/2: Change texi2html option order
To overwrite texi2html default i18n messages with the LilyPond init file,
delete TEXI2HTML_INIT that exists before TEXI2HTML_LANG.
Issue 4713/1: Fix texi2html obsoleted option
texi2html option "--lang" was obsoleted by "--document-language".

In a non-GUB environment, `make doc' generates Japanese html document which has
broken navigation bar.
In a GUB environment, it is not broken.
