The current state being utterly useless and illogical behavior, and the fix
both obvious in behavior as well as in code AND needed for another issue of
mine, I have taken the liberty of pushing this early to staging as
commit 36db2fa47f596e6e41a60473f837ea04ebfd7849

Issue 4786: fee.fi = 0 was interpreted as as fee = 0 for undefined fee
If fee had been defined previously, the behavior became more sensible,
treating fee as an alist with a value of 0 for key fi. This is now
always the case.
