When I change a CSS file and then run `make doc`, the new CSS file is not
copied to the target directory (i.e. `out-ww/offline-root/Documentation/css`)

When trying to work the Documentation/lilypond-texi2html.init file, I have
observed that changing this file does not trigger the documentation to
rebuild when running make.
