Clean-up relocation stuff.
Consists of the following two commits.
* Make unused command line option `--relocate' a no-op.
We retain the option for backwards compatibility.
Relocation is activated by default since 12 years without any possibility
to switch it off.
* Remove unused configure option `--enable-relocation'.
