I can't reproduce that with current git and python 2.7.14, thus closing as
fixed. Please comment if you still have issues.
Note that the `LANGUAGE` environment variable overrides `LANG`.

if you have permanently changed the environment variable LANG, convert-ly
should use the corresponding language. at least under windows 7/64 it does not.
