I don't have commit access yet, would be cool if somebody could push the
attached patch for me. Furthermore, I think this should be backported because
it's a regression in 2.19.83 compared to 2.18.2.

Fix header variables from musicxml2ly on Windows
Without the explicit encoding, values extracted from musicxml are
always encoded by 2 bytes on Windows. AFAICS this is a regression
from 2.18.2 which used "string.split". This was handling unicode
conversion correctly while shlex does not.
